Procurement of Medicines, Drugs, Surgical/Disposable Medical Items, Implants and Laboratory/Diagnostic Services

The Health Welfare Committee of the Social Services Medical Centre (SSMC) at Jinnah Post-Graduate Medical Centre (JPMC), Karachi, Government of Sindh, invites electronic bids through EPADS from eligible, qualified, and duly licensed bidders for the procurement and provision of medicines, drugs, surgical and disposable medical items, implants, and laboratory/diagnostic services. These supplies are intended for eligible poor and deserving patients under the Zakat Fund for the financial year 2026-2027. Items being procured: - Medicines - Drugs - Surgical/Disposable Medical Items - Implants - Laboratory/Diagnostic Services The procurement is divided into three categories: Category A for Retail Chemists/Pharmacies/Medical Stores using Single Stage-One Envelope procedure; Category B for Manufacturers/Importers/Sole Agents/Authorized Distributors using Single Stage-Two Envelope procedure; and Category C for Laboratories/Diagnostic Centres using Single Stage-One Envelope procedure. The basis of award varies by category, focusing on the highest evaluated responsive discount or lowest evaluated responsive price. Bidders must submit their bids electronically via EPADS. The bidding document fee is Rs. 2,000, payable in cash to the concerned office. The bid submission deadline is 24th September 2026 at 10:30 a.m., with bid opening scheduled for the same day at 11:30 a.m. in the Committee Room, Office of Executive Director, 1st Floor, Admin Block, JPMC, Karachi. Bid security of 4.5% of the bid price and performance security of 5.5% of the contract price are required. The contract period extends until 30 June 2027. Eligibility criteria include valid PEC registration where applicable, FBR/ATL registration, and compliance with technical qualifications. Earnest money and bid security must be submitted as per the tender documents.
