Tender Description
The Director General Pakistan Post (Directorate General, Pakistan Post) based in Islamabad Capital Territory is procuring a comprehensive range of medicines for its General Office located at Postal Medical Center, G-8/4, Islamabad. This procurement is planned for the financial year 2025-26 and includes a wide variety of pharmaceutical products such as tablets, capsules, syrups, injections, creams, ointments, medical devices, and laboratory consumables. The medicines cover multiple therapeutic categories including antibiotics, analgesics, cardiovascular drugs, vitamins, and specialized treatments among others.
The technical scope involves supply of over 130 different items with detailed specifications and quantities, all to be delivered within 10-15 days to the specified medical center. The medicines must comply with Drug Regulatory Authority of Pakistan (DRAP) standards, have a minimum expiry of one and a half years, and be accompanied by valid manufacturing licenses, GMP certificates, and free sale certificates. The bidder must also ensure proper storage and distribution practices and provide undertakings regarding product quality and non-blacklisting.
Eligibility criteria require bidders to be registered with FBR, enlisted on the Active Taxpayer List (ATL), and hold valid DRAP licenses. Experience in supplying similar medicines and compliance with all legal and technical requirements is mandatory. Joint ventures are not allowed for this procurement.
The submission deadline is Thursday, May 14, 2026 at 11:00 AM via the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. Manual submissions are not accepted. Bidders must submit a bid security as specified and ensure registration on EPADS before the deadline. The bid opening will be held on the same day at 11:30 AM on EPADS.
A practical tip for bidders is to carefully prepare the technical bid ensuring all required documents, licenses, and undertakings are complete and valid. Early registration on EPADS and timely submission of bid security in physical form to the specified address in Islamabad is crucial to avoid disqualification. Attention to detail in compliance with DRAP and FBR requirements will enhance chances of success in this least cost based selection process.
