Tender Description
Heavy Industries Taxila (HIT) invites sealed bids from eligible manufacturers, authorized dealers, distributors, suppliers, or firms for the procurement of raw material required for its operations in Taxila Cantt, Punjab. This procurement is conducted under the light of PPRA and Ministry of Defence Production (MoDP) rules, using a Single Stage Two Envelope bidding procedure.
Items being procured:
- Raw Material as per Schedule of Requirement available from Supply Chain Management Directorate, HIT Taxila
The procurement includes supply of raw materials for manufacturing and maintenance purposes at HIT Taxila. Delivery is expected within 2 months after signing the contract, with destination at SPF Factory, HIT Taxila. The scope includes complete maintenance and operational training for 4 personnel over 2 weeks after installation and commissioning at HIT premises.
Eligibility criteria require firms to possess valid National Tax Number (NTN), Sales Tax Registration (where applicable), and to comply with the eligibility conditions outlined in the Standard Bidding Document (SBD). Firms must submit various documents including registration certificates, audit reports for the last 3 financial years, bank statements, CNIC copies, trade links with OEMs, and a judicial certificate confirming non-blacklisting. A postal order of Rs 2000/- must be enclosed with the Technical Bid.
Key dates include bid submission by 13 October 2026 at 10:30 hours and bid opening at 11:00 hours the same day at the Supply Chain Management Directorate, HIT Taxila. Bids must be submitted in sealed envelopes at Gate No 5, Heavy Industries Taxila.
Bid security in the form of Call Deposit Receipt (CDR), Bank Draft, or Pay Order is mandatory, with amounts depending on firm registration status. Technical proposals will be opened first, followed by financial proposals of technically qualified firms. Late submissions will not be entertained.
Firms are advised to carefully review the detailed terms and conditions, including warranty, performance guarantees, penalties for late delivery, and compliance with Official Secret Act 1923.
