Procurement of RTV Coated Disc Insulator 100-KN Ball & Socket Type

The Sukkur Electric Power Company (SEPCO) invites sealed bids for the procurement of RTV Coated Disc Insulator 100-KN Ball & Socket type under tender number NCB-S-14/2026 with reference P107569. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. The procurement follows the Single Stage One Envelope procedure with Least Cost Based Selection (LCBS) technique in accordance with Public Procurement Rules, 2004. Items being procured: - RTV Coated 100-KN Disc Insulator (Ball & Socket type), Quantity: 2500 Nos The insulators must comply with NTDC specifications amended to date and IEC standards. Delivery is required at SEPCO Warehouse near 132KV Grid Station, Arain Road, Sukkur within 120 days or earlier from the date of issuance of the Purchase Order. Partial delivery and payment against partial delivery are allowed. Bidders must quote on FCS basis excluding Sales Tax and SED but inclusive of Custom Duty, Port Clearance Charges, and Transportation Charges up to the warehouse. Eligibility criteria include a minimum of 5 years manufacturing experience for the tendered material, authorization from the manufacturer if the bidder is not the manufacturer, satisfactory operational experience certificates, and financial soundness demonstrated by audited financial statements for the last 3 years. Bid security of 2% of the total bid amount excluding 18% GST is required in the form of Pay Order, Bank Guarantee, Call Deposit, or Demand Draft from a scheduled bank in Pakistan. Bids must be submitted online via EPADS v2.0 by 10:00 AM on September 29, 2026. The original bid security must be physically submitted to the office of Chief Engineer (Development), PMU SEPCO Sukkur before the bid submission deadline. Late or manual bids will not be entertained. Bids will be opened on the same day at 10:30 AM on EPADS v2.0 in the presence of bidders' representatives who wish to attend. Technical scope includes supply of high-quality RTV coated disc insulators suitable for 100-KN ball and socket applications, meeting all technical and quality standards as per NTDC specifications. Inspection will be conducted at the supplier's works by a committee appointed by SEPCO and NTDC representatives. The supplier is responsible for all inspection costs and must provide all reasonable facilities for inspection and testing.
