Tender Description
The Sukkur Electric Supply Company (SEPCO) (MM Directorate) in Sukkur, Sindh, is procuring 30,000 units of Single Phase AMI Smart Energy Meters. These meters are 2-wire, 240V, 10/40 Amp, 50Hz with Accuracy Class 1.0 (kWh) and built-in programmable features. They include remote disconnect/reconnect relay capability and a PTA compliant 4G communication module with backward compatibility to 2G, along with MDC software. The procurement is planned for the financial year 2026-27 with delivery split into two phases: 50% within 90 days and the remaining 50% between 91 to 120 days from the purchase order date.
The technical scope requires compliance with NTDC specifications DDS-65:2003, DDS-98:2011, DDS-110:2012, and IEC-62055-31 for relays, all amended to date. The meters must have a backup battery with a minimum capacity of 1200 mAh supported by a super capacitor. The MDC driver software must be certified on the latest PITC-UDIL version. Prototype approval from Chief Engineer (S&S) NTDC Lahore is mandatory before mass production. The meters must be compatible with existing UDIL compliant MDC servers and support remote metering and data retrieval as per UDIL standards. The supplier is responsible for providing MDC software, technical support, and training to SEPCO personnel.
Eligibility criteria include PEC registration under relevant categories, prequalification with SEPCO/DISCOs/NTDC/WAPDA, registration with FBR and inclusion on the Active Taxpayer List (ATL). Bidders must have at least two years of relevant experience and provide evidence of past contracts and financial capacity. Joint ventures of up to three members are allowed.
Bids must be submitted electronically via EPADS v2.0 by June 9, 2026, 10:30 AM, with bid opening at 12:30 PM the same day. Manual submissions are not accepted. Original bid security must be submitted physically before the deadline. The bid security amount is PKR 10,800,000. The procurement will follow Least Cost Based Selection (LCBS) criteria. The successful bidder must submit UDIL Tier-1 compliance certificate within 20 days of LOI and performance guarantee within 7 days of UDIL certification.
A practical tip for bidders is to ensure timely submission of prototype samples and UDIL compliance documents to avoid disqualification. Also, bidders should carefully prepare their technical and financial bids in accordance with the detailed specifications and submission requirements to avoid rejection for non-responsiveness.
