Procurement of T-2054 Single Phase AMR Meters for Quetta Electric Supply Company (QESCO)

The Quetta Electric Supply Company (QESCO) invites sealed bids from eligible and qualified bidders for the procurement of T-2054 Single Phase AMR Meters under contract reference P94546 for the financial year 2026-27. This procurement is planned to be executed in Quetta, Balochistan, with delivery to QESCO Regional Store at Sheikhmanda Airport Chowk, Quetta. Items being procured: - Single Phase AMR Meters (Static Single Phase 2-Wire GSM/GPRS 240 V, 10/40 Amp 50 Hz accuracy 1.0 KWH) with compliance to DDS-65:2003, DDS-98:2011, DDS-110:2012 and IEC 62055-31 standards - MDC server with capacity as per original and repeat purchase order quantities - Two laptops with gadgets for data downloading The scope includes supply, installation, and commissioning of smart energy meters with software functionality, security programming, and re-programming support. The bidder must provide backup warranty and training to QESCO officials. The meters must be compliant with Universal Data Integration Layer (UDIL) and have communication modules approved by Pakistan Telecommunication Authority (PTA) supporting minimum 4G with backward compatibility to 2G. The bidder will also provide necessary tools and software for data retrieval in case of meter display failure. Eligibility criteria include valid prototype approval, satisfactory past performance with DISCOs/NTDC, registration with QESCO/PPMC/WAPDA in category M-5, and compliance with FBR/ATL registration. Bid security or bid securing declaration is mandatory. Bids must be submitted electronically via EPADS v2.0 by 29 September 2026 at 10:30 AM, with bid opening at 11:00 AM the same day. Manual submissions are not accepted. The contract will be awarded based on Least Cost Based Selection (LCBS). The successful bidder will be responsible for inspection, delivery, and warranty support as per contract terms.
