Tender Description
The NED University of Engineering & Technology Karachi is procuring Smart Assistive Stick Electronic Housing Package and Smart Assistive Stick Mechanical Housing Package under its Bio Engineering and Medical Engineering Department. This procurement involves supply, fabrication, assembly, integration, testing, and commissioning of fully functional assistive stick systems designed for visually impaired users. The electronic package includes ultrasonic sensors, vibration feedback modules, smart switching controllers, DC power distribution, rechargeable lithium-ion batteries, and other electronic components. The mechanical package consists of aluminium pipe structures, ABS and polypropylene components, locking mechanisms, PVC embossed stickers, and finishing processes such as polishing, grinding, and powder coating. Both packages are to be delivered as ready-to-use operational units compatible with each other.
Eligible bidders must have a local presence in Karachi, at least three years of relevant experience, and comply with FBR/NTN and GST registration requirements. The average turnover for the last three financial years should not be less than PKR 15 million per year. Bidders must submit a bid security of 5% of the bid value and provide an affidavit on non-judicial stamp paper confirming no litigation, blacklisting, or involvement in corrupt practices. The procurement follows the Sindh Public Procurement Rules 2010 (Amended up to date) and requires bids to be submitted electronically through EPADS only. Manual bids will not be accepted.
The submission deadline and bid opening dates will be notified officially. Bidders should ensure their bids are complete with all required documents including technical and financial proposals, client lists, and compliance certificates. The bid security must be submitted in original form to the Deputy Director Procurement office before the tender opening. The successful bidder will be required to sign the contract and furnish performance security within specified timelines. Delivery is expected preferably within 30 days after award of work at NED University Karachi.
A practical tip for bidders is to carefully review all bidding documents and ensure no prohibited terms like 'or equivalent' or vague quality descriptions are used in the bid. Clear specification of brand, make, origin, and model is mandatory to avoid rejection.
