Tender Description
The Comsats University Islamabad (Sahiwal Campus) is procuring SMS marketing services and campaign gifts specifically for the Fall 2026 admission campaign in Sahiwal, Punjab. This procurement includes branded SMS marketing with masking and detailed portal features, along with physical promotional items such as ball point pens with printing, printed mugs with covers, drafting pads, handbags, and wooden key chains all bearing the university's branding.
The technical scope covers SMS bundles valid for one year with daily limits on messages and characters, delivery to ported numbers, and comprehensive reporting features on the SMS portal. The physical items must meet specified quality standards, including multi-color printing, lamination, and sample approval. The delivery location is Comsats University Islamabad, Sahiwal Campus.
Eligible bidders must be registered with FBR, possess valid NTN and GST numbers, and comply with all legal and licensing requirements. Joint ventures are not allowed. Bidders must submit a bid security in the form of Pay Order, Call Deposit, or Demand Draft, or a bid securing declaration as per the bidding documents. The procurement follows the Least Cost Based Selection (LCBS) method.
The bid submission deadline is Friday, July 17, 2026, at 2:00 PM via the EPADS v2.0 online system. Hard copies of bid security must be submitted physically to the university office in Sahiwal before the deadline. Bids will be opened on the same day at 2:30 PM.
