Tender Description
Sindh Integrated Emergency and Health Services (SIEHS) invites bids electronically through the EPADS portal for the procurement related to Staff Development Programs under a framework contract for the fiscal year 2026-2027. The procurement is aimed at designing and delivering a comprehensive Management Development Program to build leadership, analytical thinking, operational efficiency, people management, and accountability capabilities for two tiers of management in Karachi, Sindh.
Items being procured:
- Program Design including competency-based curricula and detailed session plans
- Training Delivery via experienced faculty/trainers with case studies and simulations
- Assessment and Impact Evaluation including pre- and post-program assessments and feedback systems
- Capstone Project Facilitation with mentoring and evaluation
- Certification and Reporting including attendance logs and monthly progress reports
The program targets approximately 150 participants split across two tiers: Middle Management and First Line Supervisors. The duration is six months with six core modules delivered in a blended format (in-person and online). The contract is valid for one year with rates fixed for this period and extendable subject to satisfactory performance.
Eligibility criteria include registration with federal/provincial tax authorities, FBR/ATL listing, and compliance with SPPRA rules. A refundable bid security of PKR 212,640 is required. Bids must be submitted via EPADS by 26th October 2026 at 11:30 AM. Technical bids will be evaluated with a minimum qualifying score of 70%, followed by financial evaluation. The contract may be awarded on an item-wise basis to lowest evaluated responsive bidders.
Bidders must submit a non-refundable tender fee of PKR 3,000 via Pay Order or Demand Draft before bid submission. Conditional, late, or incomplete bids will be rejected. Performance security of 5% of contract value is required from the successful bidder. Payment terms are milestone-based with payments linked to design, cohort deliveries, and post-cohort evaluation.
