Procurement of Stockable & Non-Stockable Food Items for 6 Pakistan Sweet Homes, PBM Provincial Office Sindh F.Y 2026-27

The Pakistan Bait-ul-Mal, Provincial Office Sindh, Karachi (M/o PA & SS) invites sealed bids through EPADS v2.0 for the procurement of stockable and non-stockable food items for six Pakistan Sweet Homes across Sindh for the financial year 2026-27. The procurement follows a National Single Stage-Two Envelope procedure with Least Cost Based Selection (LCBS) technique. The successful bidders will supply the items at the doorstep of the designated Pakistan Sweet Homes located in Khairpur, Mirpurkhas, Shaheed Benazirabad, T.M. Khan, Larkana, and Hyderabad districts. All transportation, loading, unloading, handling, and delivery expenses shall be borne by the supplier. Items being procured include stockable food items such as Atta Chakki (20 kg wheat flour bags), Daal Mash, Daal Mix, Daal Chana, White Chana, Red Lobia, Black Daal, Black Chana, Soji, Rice Sela, Rice Basmati, Besan, Cooking Oil (Dalda or equivalent), Black Tea (Lipton or equivalent), Milk (Tetra Pack Olpers or equivalent), Salt, Aloo Bukhara, Sugar, various Masalas (Biryani, Gram, White Zeera, Haldi, Kali Mirch, Korma, Salan, Haleem), Vinegar, Honey, Yeast, Cream, Green Tea, Jam e Shereen, Mango Squash, Chicken Corn Soup, Mixed Vegetable Soup, Mint Juice, Snacks (Lays chips, Peek Freens biscuits), and Red Chili. Non-stockable food items include fresh chicken meat, beef meat, beef qeema, onions, potatoes, garlic, ginger, tomatoes, fresh seasonal vegetables, yogurt, eggs, coriander, lemons, green chili, and seasonal fresh fruits (apple bananas). The technical scope requires all items to be fresh, good quality, and conforming to specifications. Delivery schedules are generally within 27 to 30 days and throughout the year as per supply orders. Bidders must be registered with FBR, provide non-blacklisting affidavits, and comply with eligibility criteria including financial capacity and past experience. Bid security must be submitted as per bidding documents. Bids must be submitted online via EPADS v2.0 by Monday, August 31, 2026, at 11:00 AM, with bid opening on the same day at 11:30 AM.
