Procurement, Supply, Installation, Testing & Commissioning of Asset Performance Management System for Pole Mounted Distribution Transformers

The Sukkur Power Electric Company (SEPCO) Head Office in Sukkur, Sindh, is procuring a comprehensive Asset Performance Management System (APMS) for pole mounted distribution transformers. This procurement covers the supply, installation, testing, and commissioning of APMS units for transformers of 25 kVA, 50 kVA, 100 kVA, and 200 kVA capacities. The project includes all necessary components such as APMS enclosures, smart metering and controlling devices (SMCD), communication modules, current transformers, copper busbars, magnetic contactors, MCCBs, and allied accessories. The scope also involves the deployment of hardware for the Head End System (HES) including servers, switches, UPS, and software to support the APMS devices as per technical specifications. Bidders must be registered with the Pakistan Engineering Council (PEC) under categories EE04/EE05 and with the Federal Board of Revenue (FBR) for tax compliance. Experience in supplying and installing APMS or similar systems to DISCOs, WAPDA formations, or government departments is mandatory, supported by purchase orders and performance certificates. Manufacturer Authorization Letters for allied materials and valid prototype approvals are also required. The delivery and installation schedule is 60 days from the contract award. The tender follows a National Single Stage-One Envelope procurement method with Least Cost Based Selection (LCBS). Earnest Money in the form of Bid Security or Bid Securing Declaration must be submitted. Bids are to be submitted electronically via EPADS v2.0 by Thursday, June 18, 2026, at 11:30 AM, with bid opening at 12:00 PM the same day. Hard copies of bid security must be delivered to the Chief Engineer (Development) PMU SEPCO office in Sukkur before bid opening.
