Procurement of Supply, Installation, Testing & Commissioning of Asset Performance Management System (APMS) on revised PPMC spec No.PPMC-DS-01:2026 & its Configuration & Interfacing with AMI system in IESCO

The Islamabad Electric Supply Company (IESCO) through its Project Management Unit (PMU) invites electronic bids from eligible and qualified bidders for the procurement of Supply, Installation, Testing & Commissioning of Asset Performance Management System (APMS) as per revised PPMC specification No.PPMC-DS-01:2026. This comprehensive project includes configuration and interfacing with the AMI system across the IESCO network in Islamabad Capital Territory. The procurement is planned for the financial year 2026-27 with a completion period of 210 days from the contract signing date. Items being procured include: - Supply of 415 Volt Asset Performance Management System (APMS) units for various transformer capacities (25 kVA, 50 kVA, 100 kVA, 200 kVA, 250 kVA, 400 kVA, 500 kVA, 630 kVA) with different ordering codes including motorized and non-motorized MCCB versions, with and without oil temperature and level monitoring - AAC WASP insulated conductor for LT Busbar installation - Spool insulators and D-shackles for LT Busbar installation - PVC cables (4 core 120mm2 and 185mm2) for transformer terminal connections - Allied accessories for installation of LT Busbar and PVC cables - Replacement and transportation of 2-phase or 2-leg transformers (100 kVA and 200 kVA) The scope covers design, supply, installation, testing, commissioning, configuration, and integration with IESCO AMI system. The APMS system will monitor events such as harmonics, power factor, temperature, and more, interoperable with IESCO HES. The technical specifications require compliance with IEC and PPMC standards, including type testing from accredited labs. Bidders must be registered with PEC in EE-04 category or higher and provide evidence of past experience, financial capacity, and technical capability. Bids must be submitted electronically via EPADS v2.0 portal by 19 October 2026 at 11:00 AM, with bid opening the same day at 11:30 AM. Manual bids will not be accepted. Earnest money in the form of bid security or bid securing declaration is mandatory. The procurement will follow Single Stage Two Envelope procedure with Least Cost Based Selection (LCBS) technique.
