Tender Description
The Khyber Pakhtunkhwa Textbook Board Peshawar invites sealed bids for the procurement and supply of approximately 35 million textbooks for the academic year 2027-28. This tender is open to sole proprietors, firms, companies, joint ventures, consortiums, AOPs, and groups in accordance with the Khyber Pakhtunkhwa Public Procurement Rules 2014.

- Approximately 35 million textbooks for the academic year 2027-28
Bidders are required to submit both online Technical and Financial Bids via the KP Public Procurement Regulatory Authority's EPADS portal. Alongside the online submission, sealed Technical Bids with paper/card samples and bid security amounting to 2% of the quoted bid price must be physically submitted in the tender box at the Auditorium of KP Textbook Board. The bid security can be in the form of a bank guarantee, irrevocable letter of credit from a reputable bank, or original Call Deposit Receipt/Demand Draft/Pay Order in favor of the Chairman, KP Textbook Board. Both technical and financial bids must be typed and identical in content.
The technical bids will be opened first, and bidders' credentials will be evaluated through physical inspection as per the prescribed technical evaluation criteria. Financial bids of technically qualified bidders will be opened on a notified date in the presence of bidders or their representatives at the KP Textbook Board office in Hayatabad, Peshawar.
Eligibility criteria include that bidding firms must not be blacklisted by any government department, semi-government, autonomous body, agency, or organization. Conditional or incomplete bids will not be accepted.
Key dates include a pre-bid meeting on 31-08-2026 at 1100 hrs and the bid submission deadline on 10-09-2026 at 1100 hrs. Technical bids will be opened on the same day at 1130 hrs. In case of an official holiday on the submission date, the next day will be treated as the last submission date.
Interested bidders can download the bidding documents free of cost from the official KP Textbook Board and KP Public Procurement Regulatory Authority websites. Complete sets of bidding documents can also be obtained upon payment of a non-refundable printing and providing charge of PKR 3,000 or through courier against a bank demand draft of PKR 3,800 in favor of the Chairman, KP Textbook Board.
A practical tip for bidders is to ensure that the e-bid uploaded on EPADS is done well before the deadline to avoid last-minute technical issues, and to verify that the physical and online submissions are identical to avoid disqualification.
