Tender Description
The School Education and Literacy Department, Government of Sindh, invites eligible NGOs, firms, consortia, and joint ventures to submit bids for the management and operation of public sector secondary schools under Public-Private Partnership (PPP) mode in Package 5 covering districts TMK and Badin. This project is part of the Asian Development Bank funded Sindh Secondary Education Improvement Program (SSEIP) aimed at improving education quality and access in Sindh. The contract term is ten and a half years, including an Installation, Planning & Preparation (IPP) period of six months. The scope includes managing 9 schools with a total enrollment of 2113 students, comprising both old and new blocks, ensuring quality education delivery, infrastructure maintenance, and achievement of key performance indicators (KPIs).
Items being procured:
- Management and operation of 9 public sector secondary schools in TMK and Badin districts
- Initial repair and maintenance of old blocks during IPP period
- Supply, installation, and commissioning of solar energy systems for old blocks
- Development and maintenance of Education Management Information System (EMIS)
- Procurement of furniture, equipment, and teaching aids
- Hiring and training of school-based staff including teachers and coordinators
- Implementation of continuous professional development programs
- Student assessment and monitoring systems
- Community engagement and school management committee support
- Provision of utilities, internet connectivity, and safe learning environment
The bidding process follows National Competitive Bidding using a single stage two envelope procedure. Bidders must submit one original technical and one original financial proposal via EPADS and provide a bid security of PKR 9,000,000 in the form of pay order, demand draft, or bank guarantee. Technical bids will be opened on 14th September 2026 at 15:30 hours PST, followed by financial bid opening for qualified bidders. The contract will be awarded to the best evaluated bidder for each package. The pre-bid conference is scheduled for 21st August 2026 at 3:00 pm at the SE&LD office in Karachi.
Eligibility criteria include experience in education management, financial strength, registration with tax authorities, and qualified key staff. The contract includes detailed provisions for performance monitoring, reporting, and payment through an annuity mechanism linked to KPIs. The Operator is responsible for maintaining school infrastructure, managing staff, and ensuring inclusive education, including provisions for children with special needs. The contract emphasizes gender-responsive approaches, community involvement, and continuous improvement.
Bidders are advised to conduct site visits and due diligence before submission. The Authority reserves the right to accept or reject any bid or cancel the bidding process.
