Procurement and Supply of Textbooks for Academic Year 2027-28

Khyber Pakhtunkhwa Textbook Board Peshawar invites sealed bids for the procurement and supply of approximately 35 million textbooks for the academic year 2027-28. The procurement is open to sole proprietors, firms, companies, joint ventures, consortiums, AOPs, and groups. Items being procured: - Approximately 35 million textbooks for the academic year 2027-28 Bidders must submit online Technical and Financial Bids via the KP Public Procurement Regulatory Authority (KPPRA) EPADS portal, accompanied by bid security as specified in the bidding documents. Additionally, a sealed Technical Bid along with paper/card samples and Bid Security at 2% of the quoted bid price must be physically submitted in the tender box at the Auditorium of KP Textbook Board. The bid security can be in the form of a bank guarantee or an irrevocable letter of credit issued by a reputable bank in Pakistan, valid for 30 days beyond the bid validity period, or an original Call Deposit Receipt/Demand Draft/Pay Order in favor of the Chairman, KP Textbook Board. Technical bids will be opened first, and bidders' credentials will be evaluated through physical inspection as per the prescribed technical evaluation criteria. Financial bids of technically qualified bidders will be opened on a notified date in the presence of bidders or their representatives at the KP Textbook Board office in Hayatabad, Peshawar. The bidding firm must not be blacklisted by any government department, semi-government, autonomous body, agency, or organization. Conditional or incomplete bids will not be accepted. The bidding documents (BSD) can be downloaded free of cost from the official websites of KP Textbook Board and KPPRA EPADS. Complete BSD sets can also be obtained upon payment of Rs. 3,000/- or Rs. 3,800/- including courier charges via bank draft in favor of the Chairman, KP Textbook Board. Key dates include a pre-bid meeting on 31-08-2026 at 1100 hrs and bid submission deadline on or before 10-09-2026 till 1100 hrs. Technical bids will be opened on the same day at 1130 hrs. In case of an official holiday on the submission/opening day, the next day will be treated as the last date. A practical tip for bidders is to upload their e-bids well before the deadline to avoid last-minute technical issues and ensure that the uploaded and hard copies of bids are identical to avoid disqualification.
