Procurement of Telecom and Allied Services for WASA Lahore 2026-27

The Water And Sanitation Agency (WASA), Punjab, invites bids from professionally as well as financially sound and well reputed Cellular Companies registered with Pakistan Telecommunication Authorities, Securities and Exchange Commission of Pakistan and registered with FBR and PRA (having Active Filer NTN and PNTN) having ten (10) years of experience in Telecom under PPRA Rules-2014, for provision of Telecom & Allied Services for a period of one (01) year at WASA, Lahore. Items being procured: - Telecom and Allied Services for WASA Lahore for FY 2026-27 The procurement will be conducted through the Punjab e-Procurement System of Punjab Procurement Regulatory Authority (PPRA) only. Bidding documents containing detailed requirements, terms and conditions are available for registered bidders on Punjab e-Procurement System portal https://ep.punjab.gov.pk and Punjab Procurement Regulatory Authority (PPRA) website http://ppra.punjab.gov.pk. The bidding procedure is Single Stage Two Envelope. Bids must be submitted on Punjab e-Procurement System on or before 19-10-2026, not later than 10:30 AM. Technical bids will be opened on the same day at 11:00 AM. Manual bids shall not be accepted. Bid Security / E-Bid Security of 3% of estimated cost i.e. Rs. 803,081/- in favor of WASA Lahore shall be verified on Punjab e-Procurement System. Only technically responsive bidders will qualify for opening of financial bids. Financial bids of technically non-responsive bidders will be rejected. The e-bid or proposal must be submitted on Punjab e-Procurement System in readable and un-readable format. Bids containing virus or unreadable e-bid or proposal shall be rejected as per Regulation-8(4) of PPRA Regulations-2024. Bidders must submit e-bids through uploading PDF files on Punjab e-Procurement System as per Rules-2014 and Punjab Procurement Regulations-2024. The procuring agency will reject all bids or proposals at any time prior to acceptance of a bid or proposal under Punjab PPRA Rules 2014 (Rule-35). Bid submitted through Punjab e-Procurement System only shall be considered. Tendered rates and amounts should be filled in figures and words and signed as per general directions given in tender documents. If the last date of bid submission and opening falls on a holiday, the last date for opening of the bids shall be the next working day. The tenderer shall fill up the bid schedule and indicate the percentage rate above or below the schedule of rates for Schedule Items on which he is willing to undertake each item of work. No premium will be quoted by the contractor against Non-Schedule/Item rates. Failing which the bid shall be rejected. The bids will be valid for 120 days. Estimated cost is **Rs. 26,769,360.00**. Bidders are advised to carefully follow the Punjab e-Procurement System instructions and ensure timely submission to avoid disqualification.
