Procurement of Three Phase Whole Current Static Meters (AMI)

The Hyderabad Electric Supply Company (HESCO) invites sealed bids for the procurement of Three Phase Whole Current Static Meters (AMI) under Tender No. 1980/26 for the financial year 2026-27. This procurement is specifically for supply to Regional Store HESCO in Hyderabad, Jamshoro, and Nawabshah. Items being procured: - Three Phase Whole Current Static Meters (AMI) Quantity: 10,500 Nos. These meters must comply with WAPDA/PPMC/NTDC standard specifications DDS-60:2020, DDS-98:2011, DDS-110:2012, IEC 62055-31 (amended to date). They are uni-directional but programmable for bi-directional use via optical port, static TOD whole current 3-phase 4-wire, 3-element, 3x230/400V, 10/100Amp, 50Hz, accuracy Class 1.0 (kWh), programmable multi-tariff-TOD AMI smart energy meters with remote disconnect/reconnect relay capability and PTA compliant 4G communication module with backward compatibility. MDC driver/software must be PITC-UDIL compliant. The procurement will be conducted through EPADS v2.0 using a National Single Stage-One Envelope procedure with Least Cost Based Selection (LCBS). Bidders must be registered with FBR, on the Active Taxpayers List, and pre-qualified with HESCO/DISCOs/NTDC/PPMC/WAPDA in the relevant category. Bid security in the form of Pay Order, Call Deposit, Bank Guarantee, or Demand Draft is mandatory. The bid validity period is 120 days. Performance security of 5% of contract price is required upon award. Bids must be submitted electronically via EPADS v2.0 by Monday, September 28, 2026 at 10:30 AM. Original bid security must be physically submitted to Room # 237, WAPDA Offices Complex, HESCO H/Qs, Hussainabad, Hyderabad before the deadline. Manual bids will not be accepted. Technical and financial bids will be opened on the same day at 11:30 AM via EPADS. The meters must be UDIL compliant with certification from PITC within 14 days of LOI issuance. The supplier is responsible for integration with HESCO's billing system and providing all necessary software, training, and support. Inspection will be conducted jointly by Chief Engineer (MI) PPMC Lahore and HESCO representatives. Delivery is FCS to Regional Store HESCO MCPL Workshop Jamshoro/Nawabshah.
