Procurement of Transportation Services on Aggregate Charges Rs./Ton Basis for Transportation of Coal from Thar Coal Mines to 660MW CFPP Jamshoro

Jamshoro Power Company Limited (GENCO-I) invites bids for the procurement of transportation services on aggregate charges Rs./ton basis for transportation of coal from Thar Coal Mines to the 660MW Coal Fired Power Plant (CFPP) Jamshoro in compliance with environmental guidelines. This procurement is for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) using a Single Stage Two Envelope procedure with Quality and Cost Based Selection (QCBS). The contract duration is three years or until project completion, whichever is earlier, with an expected commencement date upon issuance of Notice to Lift (NTL). Items being procured: - Transportation of lignite coal from Sindh Engro Coal Mining Company (SECMC) Block II and Sindh Solar & Sindh Resources Ltd. (SSRL) Block I - Loading at mine-mouth stockyard - Weighment at origin and destination - Transportation via covered trucks with hydraulic unloading mechanism - Unloading at CFPP Jamshoro coal yard - Compliance with safety, environmental, and regulatory requirements The scope includes provision of roadworthy trucks with minimum 30 MT capacity, valid driver licenses, tarpaulin covers, and coordination with loading and unloading points. The transporter is responsible for safe, secure, and environmentally compliant transportation, maintaining daily movement reports, and submitting required documentation including transit passes, weighbridge slips, and delivery reports. Eligibility criteria include valid registration with Sindh Revenue Board, NOC from SEPA, registration with Road Transport Authority, and no blacklisting. Technical evaluation requires experience in transportation of fuels and coal for power plants, vehicle fitness, valid driver licenses, and financial capacity. The minimum qualifying technical score is 60 out of 100.
