Tender Description
The University of Shangla invites sealed bids from registered, reputable, and technically and financially sound firms specializing in renewable energy solutions for the procurement, supply, and turnkey installation of a 50 kW Smart Hybrid Solar System (30 kW + 20 kW) in Shangla. This project includes the supply and installation of advanced solar equipment to enhance the university's energy infrastructure.
Items being procured:
- Inverex 30 kW, Three-Phase, Smart Hybrid Solar Inverter with smart/dynamic load management, 100% unbalanced load output, peak-shaving, battery integration (LiFePO4-compatible), and remote/app-based monitoring (1 unit)
- Inverex 20 kW, Three-Phase, Smart Hybrid Solar Inverter with similar features (1 unit)
- Solar PV Modules: N-type Bifacial, Tier-1 manufacturer, minimum 620Wpβ630Wp per module; 120 modules total, approx. 74.4β75.6 kWp installed capacity with 25-year performance warranty
- Lithium-Iron-Phosphate (LiFePO4) Battery Bank: 4 batteries, 16 kWh usable capacity each (total 64 kWh), modular design with integrated Battery Management System (BMS), minimum 6,000 cycle life
- Mounting Structure & Balance of System (BOS): 14-gauge Galvanized Iron structure, fire/heat-resistant copper wiring, DC & AC Distribution Boxes with Surge Protection Devices and heavy-duty MCCB breakers
- Civil Works, Earthing & Turnkey Installation: dedicated AC/DC heavy-duty earthing (boring), lightning arrestor system, AEDB-certified turnkey installation with net-metering readiness
The tender includes two new Inverex hybrid systems (30 kW and 20 kW) and allocation of batteries including one for the university's existing 10 kW inverter. Bidders must have prior experience with similar solarization projects at university or public sector level. The firm must possess valid NTN, FBR Sales Tax registration, KPRA registration under the Khyber Pakhtunkhwa Sales Tax on Services Act, 2022, and appear on the Active Taxpayer List (ATL) of both FBR and KPRA. A non-blacklisting certificate is also required.
The bidding documents can be obtained from the Office of the Treasurer, University of Shangla, during office hours for a non-refundable fee of Rs. 5,000 per set. Bids must be submitted in separately sealed Technical and Financial Proposals by October 20, 2026, up to 1:00 PM. Technical proposals will be opened the same day at 1:30 PM in the presence of bidders and the University Purchase Committee.
Bid security of 2% of the bid cost in the form of bank draft/CDR is mandatory. The University reserves the right to reject any or all bids without assigning any reason. A practical tip for bidders is to ensure all bid documents are complete and bid security is attached to avoid rejection at opening.
