Tender Description
Sukkur IBA University invites bids for the supply, installation, testing, commissioning, and training of 20 KVA Solar Systems at its facilities in Sukkur. This procurement is conducted under the National Competitive Bidding Single Stage One Envelope Procedure as per Sindh Public Procurement Rules 2010 (amended to date). The items being procured include:
- Supply, Installation, Testing & Commissioning of 20 KVA Solar System at IBA Public School Larkana
- Solar PV Modules with minimum 585-720Wp, N-Type TOPCon / HJT, Half-Cut Mono Technology, Tier-1
- Elevated roof-mounted aluminum PV mounting structure fabricated from imported anodized AL6005-T3/T5 aluminum
- 10 kW hybrid solar inverter supporting grid-tied and off-grid operation with advanced MPPT technology
- 12V, 185Ah, 1250 Cycle Life Tall Tubular Batteries with complete wiring and racks
- DC MCCB 125A 1000V Solar Circuit Breaker with flexible DC cables
- DC Cable, 2 Core 6mm2, Red and Black, minimum voltage capacity 1500VDC
- Local fabricated DB with DC Breaker 16A 2P MCB, 1000V
- MCB Type Change Over 100A 4 Pole Breaker
- AC Combiner Box, DB fabricated with MCBs and MCCBs
- Earthing cables and earth pits with copper rods
- Lightning arrester and earthing system with earth pits and copper electrodes
- Cleaning kits for solar system maintenance
The technical scope covers high-efficiency solar panels, robust mounting structures designed for wind speeds up to 150 km/h, hybrid inverters with smart monitoring, tubular batteries, and comprehensive electrical and safety accessories. All materials and workmanship must comply with international standards and be approved by the Engineer-in-Charge. Warranty includes 25 years product warranty on solar panels and 5 years on inverters, with standard warranty on other components.
Eligible bidders must be manufacturers, authorized distributors, or dealers of the quoted products, with at least three years of relevant experience and an average annual turnover at least twice the estimated cost. Bidders must be registered with FBR and not blacklisted by any government or autonomous body. A bid security of Rs. 100,000 (2% of estimated cost) is required. Bids must be submitted electronically through EPADS only; manual bids will not be considered.
The deadline for bid submission is strictly enforced. Bidders should ensure all bidding documents are complete and signed. The bid evaluation will be based on the most advantageous evaluated responsive bid. The successful bidder will be required to provide performance security and sign a contract agreement including an integrity pact.
