Procurement of Uniform Items for Special Students for Financial Year 2026-27

Govt. Special Education Centre, Seetpur invites E-Bids in accordance with the Punjab Procurement Rules, 2014 (as amended to date) and Punjab Procurement Regulations, 2024 for the procurement of 462 uniforms (342 boys, 120 girls) and 308 pairs of shoes (226 boys, 80 girls) comprising one winter uniform and two summer uniforms per student under the Single Stage – Single Envelope Procedure (Rule 38(1)) from firms registered with the Federal Board of Revenue (Income Tax and Sales Tax) for the Provision of Uniform Items for Special Students for the Financial Year 2026-27. Items being procured: - 462 uniforms (342 boys, 120 girls) - 308 pairs of shoes (226 boys, 80 girls) - One winter uniform and two summer uniforms per student The procurement is for supplying quality uniform items suitable for special students enrolled at the Govt. Special Education Centre, Seetpur. Bidders must be registered with FBR and have valid sales tax registration. The procurement will follow the Single Stage Single Envelope procedure ensuring transparency and compliance with PPRA rules. A bid security of PKR 30,000 (2%) is required to be submitted digitally through the prescribed mechanism on the Punjab E-Procurement System portal. The successful bidder will also be required to deposit a Performance Guarantee equivalent to 10% of the contract value prior to issuance of the supply order. Bids must be submitted electronically via the Punjab E-Procurement System (EP) by 13-10-2026 up to 10:00 a.m. The technical and financial bids will be opened on the same day at 10:30 a.m. Only bids submitted through the EP portal by registered suppliers will be considered valid. The bid validity period is 180 days from the date of bid evaluation report. The competent authority reserves the right to reject any or all bids without assigning reasons. A practical tip for bidders is to ensure timely registration and verification on the Punjab E-Procurement System portal to avoid last-minute submission issues. Also, carefully prepare the digital bid security and performance guarantee documents as per the prescribed formats to avoid disqualification.
