Procurement of Uniform for Special Students Financial Year 2026-27

The Govt. Special Education Centre Bhalwal Sargodha invites sealed e-bids online through the e-Procurement System for the procurement of students uniform items and shoes for winter and summer seasons for the Financial Year 2026-27. This procurement is specifically for registered bidders with Income Tax, Sales Tax, and e-Procurement System registration as per PPRA Rules-2014 and its subsequent amendments. Items being procured: - Boys Kit: Shirt, Pant with belt, Tie, Bunyan, Socks (Winter & Summer) - Girls Kit: Shalwar, Qameez, Dupatta, Sash, Socks, Shawl, Shameez - Jersey (Boys & Girls): Blue jersey - Shoes (Boys & Girls): Black Shoes (Bata, Service or Equal) The procurement process will follow the Punjab Procurement Rules, 2014, under the Single Stage-Two Envelope procedure. Bidders must submit Bid Security/Earnest Money equivalent to 5% in the form of Call Deposit Receipt (CDR) in favor of the Headmistress, Govt. Special Education Centre, Bhalwal Sargodha. The original CDR must reach the office before the opening of Technical Bids. Technical bids will be opened electronically on 05-11-2026 at 11:00 A.M. Financial proposals of technically qualified bidders will be opened after the grievance period. The successful bidder must provide Performance Security/Guarantee equivalent to 10% of the contract amount before issuance of the Supply Order. They are responsible for taking individual measurements/sizes of all students within 10 working days after the grievance period and must supply complete uniform items and shoes according to approved student-wise sizes within 30 days of issuance of the Supply Order. Delivery will be made at Govt. Special Education Centre, Bhalwal, Sargodha during official delivery hours. The bidder must also submit an affidavit on Rs. 300/- E-Stamp Paper stating no blacklisting or suspension by any Government Department/Agency or PPRA.
