The procurement process follows the Punjab Procurement Rules-2014 (amended up to 24-09-2025) with a single stage double envelope mechanism. Bidders must be registered with the Federal Board of Revenue for Income Tax & Sales Tax and have relevant technical, financial, and managerial capabilities.
