Procurement of Uniforms & Protective Clothing (Summer & Winter) for Islamabad High Court

The Islamabad High Court (Store Branch) invites sealed bids from eligible bidders for the procurement of uniforms and protective clothing for summer and winter seasons for various staff categories at Islamabad High Court, Islamabad. This procurement is planned for the financial year 2026-27 with delivery expected within 60 days of contract award. Items being procured include complete uniforms for Moazin-cum-Khadam, Drivers, Cooks, Mechanics, Dispatch Riders, Photographer-Cum-File Fetcher, Lift Operators, Book Binders, Court Attendants, Water Man and Library Attendants, Office Attendants, Bearers, Chowkidars, Head Mali, Record Lifters, Mali, Frash and Dusting Coolies, Sanitary Workers, Plumber cum Electricians, and Record Lifters/Office Attendants/Sanitary Workers/Aaya/Baby Sitters. Each uniform set is specified with detailed components such as shalwar kameez, waistcoat, shirts, pants, caps, aprons, raincoats, gloves, and shoes as per approved samples. The technical scope requires use of strong thread, fusible interlining, and guarantees against shrinkage, color fading, and defects for one year. Footwear must be comfortable, durable, and conform to approved samples. Eligibility criteria include valid NTN, GST registration, active taxpayer status, bank account with financial soundness proof, and no blacklisting. Bidders must attend a mandatory pre-bid meeting on October 31, 2026, at Islamabad High Court and inspect approved samples. Bids must be submitted electronically via EPADS v2.0 by November 7, 2026, 11:00 AM, with original bid security submitted physically before the deadline. Bid security is required in the form of Pay Order or Bid Securing Declaration. The evaluation will be based on Least Cost Based Selection (LCBS) technique. The contract includes a 3% performance guarantee and liquidated damages of 0.25% per day for late delivery beyond 60 days. Payment will be made in Pakistani Rupees against actual invoices. The Procuring Agency reserves the right to increase or decrease quantities by up to 15% without price change.
