Procurement of Students Uniform with Shoes Winter and Summer Season 2026-27

The Government Special Education Centre Jaranwala District Faisalabad invites bids for procurement of students uniform with shoes for the winter and summer season 2026-27. This procurement is funded by the Government of Punjab for the current financial year 2026-27 and aims to supply complete kits of winter and summer uniforms with shoes for special students enrolled at the centre. Items being procured: - Winter Uniform with Shoes (Complete Kit) - Summer Uniform with Shoes (Complete Kit) The procurement will be conducted through E-Procurement from eligible and well-reputed firms with established technical, financial, and managerial capabilities. Bidders must be registered with the Federal Board of Revenue for Income Tax and Sales Tax. The procurement process follows the Punjab Procurement Rules-2014 with amendments up to April 2025 and includes a single stage double envelope mechanism. The firm must not be blacklisted by the Special Education Department Punjab and must submit an affidavit on E-Stamp paper of Rs. 200/- confirming that prices quoted in the financial proposal are not above current market rates. Earnest money equivalent to 5% of the estimated cost (Rs. 3330000/-) amounting to Rs. 166500/- must be submitted in the form of C.D.R through the E-Procurement portal in favor of Headmistress Govt. Special Education Centre Jaranwala. Uniform items with shoes are to be supplied in single per student packets tagged with student name and class, delivered free to consignee's end. Rates must include all taxes. Technical bids will be opened on 09.11.2026 at 09:30 A.M on E-Procurement. Financial bids opening date will be announced after technical evaluation. The payment will be made through the District Accounts Office Faisalabad. Late delivery charges will be imposed for delays. The bidder is responsible for replacing any substandard items found during inspection. Performance guarantee C.D.R of 10% of contract amount is required before issuance of supply order. Bid security validity is until 30th June 2027. Bidding documents are available on the PPRA Punjab website and bids must be uploaded on E-Procurement portal by 09.11.2026 till 09:00 A.M.
