Tender Description
Sindh People's Housing for Flood Affectees (SPHF) invites qualified documentary production agencies to submit bids for the production of a documentary film on the Balochistan People's Housing Program. This procurement is part of the Sindh Flood Emergency Housing Reconstruction Project funded by the Government of Sindh. The assignment focuses on documenting the reconstruction of 4,500 climate-resilient houses in Jaffarabad and Sohbatpur districts of Balochistan, highlighting beneficiary-led reconstruction, women's empowerment, financial inclusion, and community resilience.
Items being procured:
- Documentary concept note and creative treatment
- Detailed production plan and timeline
- Shooting plan and production schedule
- Final edited documentary film (7–8 minutes, broadcast-quality)
- Raw footage and project files
- High-resolution master file
- Web and social media optimized versions
- Subtitled versions as required
- Production stills and promotional materials
The scope covers the full documentary production cycle including concept development, research, pre-production, professional filming, interviews, post-production editing, sound design, animation, and final delivery. The agency must have at least 7 years of experience in documentary filmmaking, with proven expertise in research-based storytelling and production management. Preference will be given to firms with prior fieldwork and production experience in Balochistan, especially in remote or underserved communities.
Eligibility criteria include FBR/SRB registration, minimum five years of relevant experience, completion of at least one similar contract in Balochistan in the last five years, and an average annual turnover of PKR 5 million over the last three years. Bids must be submitted electronically via the e-Pak Acquisition and Disposal System (EPADS) by 01st September 2026 at 03:00 PM. Original bid security of PKR 60,000 must be delivered to SPHF's Karachi office before the closing date.
The technical scope demands high-quality production equipment and a skilled team including director, producer, cinematographer, editor, sound designer, and researcher. Ethical storytelling and respectful community representation are mandatory. The final product will be used for national and international advocacy, donor engagement, and public outreach.
