Tender Description
Mehran University of Engineering & Technology (MUET), Jamshoro invites qualified contractors and firms to submit bids for Providing & Fixing PU SBR Multi Flooring for indoor sports in the Gymnasium Building at MUET, Jamshoro. This tender is part of a series of works and equipment procurements under the university's development projects.
Items being procured:
- Synthetic PU SBR Multi Sports Floor 13mm to 14mm layer using European/China material and specifications
- Substrate base preparation with existing RCC concrete, floor leveling and cleaning
- Primer coat with moisture barrier epoxy primer
- Shock cushion layer of 11mm SBR rubber granules bound with polyurethane binder
- PU sealing/self-leveling compound layer of 1.5mm thickness
- PU wear/topcoat layer of 0.5mm with matte finish and anti-slip texture
- Multi-sports games line marking using premium 2-component polyurethane paint
The scope includes complete supply, preparation, installation, testing, and finishing of a 13mm thick synthetic PU/SBR multi-sports flooring system suitable for indoor sports such as basketball, volleyball, badminton, futsal, and handball. The system must comply with ASTM F2772-24 and/or EN 14904 standards or approved equivalents. The contractor must ensure substrate preparation, proper curing, and quality control with manufacturer technical support. A sample/mock-up of at least 10 m² must be approved before full installation.
Eligibility criteria include registration with FBR and Sindh Revenue Board as active taxpayers, Pakistan Engineering Council registration, no blacklisting, and at least five years of relevant experience with a minimum average annual financial turnover of Rs. 20 million. Earnest money of Rs. 0.951 million (5% of estimated cost) is required. Bids must be submitted electronically via the Sindh Public Procurement Regulatory Authority's EPADS portal by 15-09-2026 at 12:00 Noon. Manual bids will not be accepted.
The contract completion time is three months from the written order to commence. Performance security of 5% and retention money of 5% will be applicable. The Deputy Director (Procurement), MUET, Jamshoro is the contact point for bid submission and queries.
Bidders are advised to carefully review the detailed technical specifications and conditions of contract available on the MUET website and SPPRA EPADS portal. Timely submission through EPADS and compliance with all bid requirements including earnest money and technical documentation are critical for successful participation.
