Provision of 70 PSV Drivers in FDEHQ and Institutions under Federal Directorate of Education Islamabad

The Federal Directorate of Education (FDE), Islamabad, invites bids for the provision of 70 PSV licensed drivers to serve FDE Headquarters and its institutions across Islamabad Capital Territory. This procurement is for non-consultancy services under a National Single Stage-Two Envelope procedure with Quality and Cost Based Selection (QCBS) technique. Items being procured: - Provision of 70 PSV Drivers The drivers will be deployed seven days a week, responsible for safe and professional transportation services at FDE schools and colleges. Each driver must be medically fit, aged between 30-55 years, with at least middle pass education and preferably trained in PSV driving. The service provider must maintain complete documentation for each driver including verified NADRA CNIC, educational certificates, police clearance, and experience certificates. Immediate replacement from reserve staff is required in case of absence. The contract period is two years, extendable by one year on satisfactory performance. Payments will be made monthly based on approved invoices and attendance. The service provider is responsible for all statutory obligations including EOBI, social security, uniforms, accessories like raincoats and umbrellas, and medical care for on-duty injuries. The firm must have a local office in Islamabad/Rawalpindi and provide at least three prior work orders for similar driver services executed for government or semi-government entities. Bidders must be registered with SECP, FBR (with NTN and GST), and have an average annual turnover of at least Rs. 50 million over the last three years. Bid security of Rs. 1.1 million in the form of CDR/PO/BD is required. Bids must be submitted online via EPADS v2.0 by 10:00 AM on October 5, 2026, with financial bids opened the same day at 10:30 AM. Manual submissions are not accepted. A pre-bid meeting will be held on September 24, 2026, at Rohtas Road, G-9/4 Islamabad. Technical evaluation carries 70% weightage and financial evaluation 30%.
