Tender Description
The School Education & Literacy Department through its Project Management & Implementation Unit (PMIU) SERP-II Sindh invites bids for the provision of additional facilities and renovation of existing Model High / Higher Secondary Schools in District East Karachi. This tender specifically covers rehabilitation works at GGHSS Gulshan Iqbal Block 6, including civil, plumbing, and electrification works.
The technical scope includes extensive civil works such as excavation, reinforced concrete, masonry, plastering, flooring with porcelain tiles and marble, waterproofing, anti-termite treatment, and finishing works. Plumbing works cover installation of pipes, sanitary fittings, water tanks, and related accessories. Electrical works include wiring, installation of solar power systems, lighting fixtures, and safety earthing. The project demands compliance with Pakistan Engineering Council (PEC) C-5 category or above, with specialization codes EE04, CE09, and CE10, and a valid electrical license for the concerned region. Bidders must be active on the Federal Board of Revenue (FBR) Active Taxpayer List (ATL) and demonstrate relevant experience with satisfactory completion certificates.
The tender follows a Single Stage Two Envelope bidding procedure under Sindh Public Procurement Rules 2010 (amended). The bid security is set at PKR 2,690,000, and the contract duration is 365 days from the date of commencement. The deadline for bid submission is 25th May 2026 at 03:30 PM, with technical bids opened the same day at 04:00 PM at the PMIU office in Karachi.
Bidders are advised to carefully prepare their technical and financial proposals, ensuring all mandatory eligibility criteria are met. Earnest Money in the form of a CDR or bank guarantee is required. One practical tip is to ensure timely submission of bids electronically via the SPPRA portal, as manual bids are not accepted. Also, bidders should thoroughly review the detailed Bill of Quantities and specifications to avoid disqualification due to incomplete or conditional bids.
This tender offers a significant opportunity for qualified contractors to contribute to the educational infrastructure development in Karachi, with a contract value of approximately PKR 53.919 million. Strict adherence to submission deadlines and technical requirements will be critical for success.
