Tender Description
The School Education & Literacy Department through its Project Management & Implementation Unit (PMIU) SERP-II invites sealed bids for the provision of additional facilities and renovation of existing Model High and Higher Secondary Schools in District Khairpur Mirs, Sindh. This tender covers civil, plumbing, and electrical works for two schools: GGHSS Mall Road Khairpur and GBHSS Hingorja. The scope includes construction and renovation of classrooms, science labs, plumbing installations, electrification, and related infrastructure improvements.
The technical scope involves comprehensive civil works such as excavation, dismantling, plastering, flooring with glazed tiles and marble, painting, waterproofing, and installation of steel doors and grills. Plumbing works include supply and installation of pipes, sanitary fittings, water tanks, and water purification systems. Electrical works cover wiring, installation of solar power systems, fans, lighting, and switchgear.
Eligible bidders must be registered with the Pakistan Engineering Council (PEC) in category C-5 or above with relevant specialization codes, hold a valid electrical license from the Government of Sindh, and be active on the Federal Board of Revenue (FBR) Active Taxpayer List (ATL). Experience of similar works with satisfactory completion certificates and financial soundness supported by bank statements and audit reports for the last five years is mandatory.
The tender follows a Single Stage Two Envelope bidding procedure under Sindh Public Procurement Rules 2010 (amended). Bidders must submit technical and financial proposals electronically via the SPPRA portal. The bid security amount is PKR 2,800,000 and the performance security is 10% of the contract price. The bid validity period is 90 days.
The last date for bid submission is 25th May 2026 at 03:30 PM, with technical bids opening the same day at 04:00 PM at the PMIU office in Karachi. Bidders are advised to carefully review the bidding documents and ensure compliance with all requirements.
