Tender Description
The School Education & Literacy Department, through its Project Management & Implementation Unit (PMIU) in Shaheed Benazirabad, Sindh, is procuring comprehensive renovation and additional facilities for existing Model High and Higher Secondary Schools under A.D.P #571 Package 06. This tender covers civil works, plumbing, and electrification for multiple schools including GBHSS Daur, GGHS Nawab Shah Near Session Court Road, GBHSS Kazi Ahmed, and GBHS Sakrand.
The scope includes construction and rehabilitation of main buildings such as classrooms and science labs, plumbing installations with CPVC piping and sanitary fittings, and electrical works including wiring, solar power systems, and installation of energy-efficient appliances. The works also involve specialized tasks like laying porcelain tiles, marble flooring, anti-termite treatment, and installation of steel doors and grills. The project demands adherence to Pakistan Engineering Council (PEC) standards, specifically C-4 category or above with specialization codes EE04, CE09, and CE10, and requires valid electrical licenses for the concerned region.
Eligible bidders must be registered with PEC, active on the Federal Board of Revenue (FBR) Active Taxpayer List (ATL), and demonstrate relevant experience with at least one similar project of 80% of the estimated cost or two projects of 50% each within the last five years. Financial soundness is mandatory with an average annual turnover not less than the project cost, supported by audited financial statements from ICAP-registered firms. Technical staff qualifications and equipment availability are also critical for eligibility.
The tender follows a Single Stage Two Envelope bidding procedure. Technical bids will be opened on 25th May 2026 at 04:00 PM at the PMIU office in Karachi, with submission deadline at 03:30 PM the same day. Bidders must submit bids electronically via the SPPRA portal; manual bids are not accepted. Earnest Money Deposit (EMD) of Rs. 5,620,000 is required, and a performance security of 10% of the contract price will be demanded from the successful bidder. The contract duration is 365 days from the date of commencement.
A practical tip for bidders is to ensure timely submission of all required documents including bid security, PEC registration, electrical license, and experience certificates. Delays or incomplete submissions will lead to disqualification. Also, bidders should carefully prepare their technical proposals demonstrating compliance with specifications and project timelines to avoid rejection during technical evaluation.
This tender represents a significant opportunity for contractors specializing in civil, plumbing, and electrical works within Sindh province, particularly those with experience in educational infrastructure projects. The estimated cost of Rs. 112.393 million underscores the scale and importance of this initiative to improve educational facilities in Shaheed Benazirabad.
