Tender Description
The Military Engineer Services office at PAF Base Rafiqui Shorkot Cantt is inviting sealed tenders for the provision of various facilities under emergency works as per PPRA Rule 42 (c) (4). This procurement is specifically for multiple facility provisions at the PAF Base Rafiqui, located in Shorkot Cantt, Punjab. The scope includes a range of construction and civil works related to facilities at the base, with individual estimated costs ranging from approximately Rs.650,000 to Rs.3,999,000 for different packages.
Interested contractors must be registered with the Pakistan Engineering Council (PEC) and submit a copy of their registration. Only contractors listed on the approved List of MES in Categories E and above, with relevant experience in similar works, are eligible to apply. Contractors not enlisted with MES must deposit Rs.150,000 as security in the form of a Defence Saving Certificate. Additionally, contractors must provide a certificate confirming no litigation or adverse reports against them from government departments or the Directorate of Inspection and Evaluation.
The tender documents will be issued only to firms with sufficient experience in the relevant field. Applications for tender documents must be submitted along with complete credentials by 11:50 AM on 21 May 2026. The tenders will be opened the same day at 12:30 PM. The submission and opening will take place at the accepting office of the Military Engineer Services at PAF Base Rafiqui.
A practical tip for bidders is to ensure that all required documents, including PEC registration, FBR/ATL registration, and the no-litigation certificate, are complete and properly attested. This will avoid disqualification during the scrutiny process. Also, attending the tender opening can provide valuable insights into the competition and tender evaluation process.
This tender offers a significant opportunity for contractors experienced in civil works and facility provision at military installations. The earnest money and CDR requirements must be carefully observed to comply with tender conditions and increase chances of success.
