Provision and Installation of City Branding Arrangements in Islamabad

The Directorate of Municipal Administration, Metropolitan Corporation Islamabad (MCI) invites bids for the provision and installation of city branding arrangements on an as-and-when-required basis. This contract covers major national events such as Kashmir Solidarity Day, Pakistan Day Parade, 14th August, Defense Day, Black Day, and visits by Heads of State, VVIP delegations, and other VIP events directed by PM Office, MOI, MOFA, CDA, and MCI. Items being procured: - Designing and printing of Streamers on China flex (280gm) with wooden frame for electric poles (55,000 units) - Designing and printing of Streamers on Star Korea mat flex (13 ounce) with wooden frame (1,500 units) - Designing and printing of Portraits/Backdrops on China flex and Star Korea mat flex with metal framing (various sizes and quantities) - Designing, printing, installation and removal of Bridge Panels on China flex and Korea mat flex with and without metal framing (various sizes and quantities) - Designing, printing, installation and removal of Gantri on China flex and Korea mat flex (various sizes and quantities) - Designing and printing of Reflector Flex, Adhesive Vinyl Stickers, Flex banners, Invitation Cards, Rollup Standees, X-display stands - Mazda Publicity floats with SMD LED lights including design, printing, hiring, driver, and fuel (100 units per day) - Cutouts on 12 mm foam board with vinyl - Complete stages with solid brick support and wooden structure - Hanging truss with parking lights, cop lights, and moving head lights - VIP sofas, chairs with cover and ribbon, VIP carpets/red carpets - SMD screens with truss installation and removal - Generators (100 KVA and 50 KVA) including installation and removal - Sound systems (simple and line array) - Flower decor for stage front - Canopy tents (45'x45' and 10'x10') with installation and removal - Marquee rental with side cover - Air conditioning units and towers - Photography, videography, drone shoot with editing - Pakistani and foreign flags for distribution, multi-color flags, washing/pressing of flags - High resolution video content for digital clips - Buckets with baskets for flag installation/removal - Installation/removal of flag iron poles - Standard and premium stitched flags (single and double side) - Cutouts with back and front lit 3D out animation in acrylic, CNC cutting steel and wood - Small hand flags - Premium woven hand-sewn cotton flags - Wooden and steel arches with vinyl and panaflex branding - Premium flags with Turkish fabric - Spotlights and tower lights for beautification The technical scope includes supply, installation, and removal of all items with rental of iron frames and structures. The contractor must ensure safe keeping of public and private property during execution and is responsible for any damages or theft. A dedicated surveillance team will monitor installations throughout the event duration. The contract is for one year with possible extension for another year based on satisfactory performance. Eligibility criteria include registration with SECP, NTN, active tax payer status, office within 40 km radius of Islamabad, possession of branding equipment and workshop facilities, experience in similar events involving VVIPs, financial strength with closing balance of at least PKR 7 million, and submission of affidavits for non-blacklisting and compliance. Bids must be submitted electronically through EPADS with earnest money of PKR 1,000,000 in the form of Call Deposit. Partial bids will be rejected. The bid validity is 120 days. Technical and financial proposals will be opened separately. The contract includes strict terms on non-subletting, penalties for late delivery or non-compliance, and dispute resolution through negotiation and final decision by Mayor/Administrator/Chief Officer MCI.
