Provision and Installation of Solar Powered Tube Well System at Gilgit Airport

The Pakistan Airports Authority (ES E&M North/IIAP) invites sealed bids from eligible bidders for the provision and installation of a solar powered tube well system at Gilgit Airport. This procurement is planned for the financial year 2026-27 and will be executed under a National Single Stage-Two Envelope bidding procedure using Least Cost Based Selection (LCBS) technique. Items being procured: - Electric Resistivity Survey at different locations (4 jobs) - Drilling of 12 inch diameter borewell up to 220 feet with uPVC casing and slotted strainer pipe - Supply and fixing of 10-inch diameter G.I. pipe with openable top cover - Supply and fixing of 50mm diameter HDPE pipe for submersible pump discharge - Supply and installation of stainless steel submersible pumping set (3-4 HP) - Installation of mono-crystalline N-type Tier-I bifacial dual-glass PV solar panels (600-650 W) - Laying and termination of 4 mm² single-core tinned copper PV/DC cable with MC4 connectors - Supply and fixing of galvanized ground-mounted solar panel stands with RCC foundation pads - Installation of 6kW hybrid solar inverter with dual MPPT and smart features - Installation of 48V 100AH Lithium Iron Phosphate (LiFePO₄) batteries with intelligent BMS - Supply and fixing of metal sheet distribution board with MCBs, SPDs, digital multimeter, and changeover switch - Laying of flexible copper conductor cables for submersible pump and wiring for sub-main - Installation of copper earth rod with earth testing point and wiring The scope includes all related civil and electrical works, testing, commissioning, and warranty provisions. The contractor must be PEC registered in category C-6 with relevant specialization codes EE-04, EE-11(iii), and CE-09, and must provide a bid security of Rs. 100,000. Bids must be submitted online through EPADS v2.0 by 09:30 AM on September 25, 2026, with bid opening at 10:00 AM the same day. Technical evaluation will be based on compliance with specifications and financial evaluation on lowest bid price. The contract includes a 180-day maintenance period and a 5-year OEM warranty for the solar inverter. The work site is Gilgit Airport, Gilgit-Baltistan. Bidders are advised to carefully review the Pakistan Airports Authority bidding documents and ensure all mandatory requirements are met. Submission of bids without original bid security or incomplete documentation will lead to disqualification. The contract will be governed by the laws of Pakistan and disputes will be resolved by arbitration in Islamabad.
