Provision of Manpower Services for City Campus Karachi

Sindh Madressatul Islam University (SMIU), Karachi is procuring professional manpower services for its City Campus for the financial year 2025-26. The contract is for 12 months with a possible extension of another 12 months with a 10% increase in contract price upon satisfactory performance. The scope includes provision of various skilled and unskilled staff such as laboratory, library, gym attendants, drivers, naib qasids, sweepers, electricians, plumbers, lift operators, security guards and supervisors, medical attendants, and mali. All staff will work in shifts of 8 hours per day and may be required to work on holidays with alternate days off. The contractor must ensure staff discipline, proper attire, and compliance with labor laws including minimum age and wage requirements. The department requires firms with at least 5 years of relevant experience, currently providing manpower services to at least three public sector universities in Sindh, and registrations with SST, SRB, FBR, SESSI, EOBI, and ISO 9001. A minimum turnover of PKR 300 million in the last three years and audited financial reports are mandatory. Bidders must submit bids through the EPADS system by 1st June 2026 at 2:30 pm. Earnest money of 2% of the bid price and a tender fee of Rs. 5,000 must be submitted physically before the deadline. Technical bids will be opened the same day at 3:00 pm in the presence of bidders. The evaluation will be based on technical and financial criteria with a minimum technical score of 80%. The contract will be awarded to the lowest evaluated bidder. A performance security of 5% of the contract value is required. Bidders are advised to carefully prepare their technical and financial proposals, ensure all mandatory documents are attached, and comply with all terms and conditions to avoid disqualification. Timely submission and adherence to the EPADS system requirements are critical for successful participation.
