Provision of Meal and Food to LEAs Personnel During Special Duties

Islamabad Capital Territory Police invites bids for the provision of quality meals and food items to Law Enforcement Agencies (LEAs) personnel performing special security duties during the financial years 2026-27 and 2027-28. This procurement is managed by the Office of the Assistant Inspector General of Police (Logistics), Islamabad. Items being procured: - Pulao Kabab - Chicken Pulao Kabab - Chicken / Beef / Mutton Karahi - Vegetables - Pulses - Breakfast - Juices - Mineral Water - Tea - Any kind of meal/food as per requirement The scope includes supplying fresh, hygienic, and nutritious meals to police personnel on special duties. The department reserves the right to increase or decrease quantities based on operational needs. Bidders must ensure compliance with quality standards and timely delivery as per the contract terms. The procurement process is conducted electronically through the e-Pak Acquisition and Disposal System (EPADS) Version 2.0, ensuring transparency and efficiency. Eligible bidders must hold valid NTN and Sales Tax Registration Number (STRN) and be registered on the Active Tax Payers List (ATL) of the Federal Board of Revenue (FBR). Submission requires certified copies of firm registration, GST registration, NTN, and bank account details. Vendors registered with AGPR Islamabad should clearly mention their vendor number. The bidding follows a Single Stage Two Envelope method under QCBS rules as per Public Procurement Regulatory Authority (PPRA) guidelines. The bid must be accompanied by a Bid Security in the form of Pay Order, Call Deposit Receipt (CDR), Bank Guarantee, or Demand Draft as specified in the bidding documents. Electronic bids must be submitted only via EPADS by 11:00 AM on Thursday, July 23, 2026, with bid opening at 11:30 AM the same day. Manual bids will not be accepted.
