Tender Description
The Federal Government Employees Housing Authority (FGEHA) Islamabad invites bids from registered pharmacies located in Islamabad for the provision of prescribed medicines to its employees and their dependents. This procurement is governed by PPRA Rules 2026 and requires submission through the PPRA E-PAD version 1.0 (old version) portal using the Single Stage Two Envelope bidding procedure.
Items being procured:
- Prescribed medicines for employees and dependents of FGEHA
The pharmacy must have a proper setup with telephone facilities, good reputation, sound financial position, and complete infrastructure within Islamabad. Bidders must be registered with Income Tax and Sales Tax authorities and submit NTN and GST certificates. A refundable bid security of Rs. 50,000/- in the form of Pay Order, Demand Draft, or CDR from a scheduled bank in favor of FGEHA is mandatory.
Technical evaluation includes criteria such as number of outlets, cold chain availability, qualified staff including pharmacists, medicines stock worth approximately 3 million PKR, audited financial statements for the last three years, valid drug license, and client base. Financial evaluation will be based on the maximum discount offered on retail prices.
Bids will be publicly opened on 10/11/2026 at 12:30 PM in the committee room of FGEHA. Prices quoted must be inclusive of all taxes, duties, and service charges. Late bids or incomplete submissions will be rejected. FGEHA reserves the right to reject any or all bids with valid reasons.
Interested bidders should carefully review the tender documents available on https://eprocure.gov.pk and submit proposals electronically via the E-PAD portal. The contract will initially be for one year with possible extensions as per PPRA rules.
A practical tip for bidders: Ensure all required documents including valid licenses, NTN, GST certificates, and bid security are complete and uploaded correctly on the E-PAD portal to avoid disqualification.
