Tender Description
The Ministry of National Health Services, Regulations and Coordination Karachi office is procuring Public Health Response Equipment and Supplies under the PSDP project titled Strengthening of Points of Entry and Border Health Services – Pakistan. This procurement covers a comprehensive range of items including Cold Boxes with Ice Packs, PPE Kits, Rapid Food and Water Testing Kits, Fogging Guns, Spray Machines, and Spray Materials. These items are essential for enhancing public health response capabilities at various border points and health check posts across Pakistan including Karachi, Gwadar, Islamabad, Sialkot, Skardu, Multan, Peshawar, Quetta, Faisalabad, and Lahore.
The technical scope requires brand new, high-quality equipment suitable for vaccine transportation, vector control, disinfection, and rapid testing. Each lot has specific technical specifications such as leak-proof insulated cold boxes, disposable full-body PPE kits, portable rapid testing kits with consumables, fuel or electric operated fogging guns, heavy-duty spray machines, and approved spray materials. Warranty of at least one year and after-sales support including maintenance and spare parts availability in Pakistan are mandatory.
Eligible bidders must be registered with FBR for Income Tax and GST, possess Active Taxpayer List (ATL) status, and be manufacturers, importers, or authorized dealers of relevant public health equipment. Experience in supplying government or semi-government organizations is required along with non-blacklisting status. Bidders must submit a complete technical bid including NTN, GST certificates, company profile, authorization certificates, experience proofs, and affidavits.
The submission deadline is strictly by 23:59:59 on the closing date. Bids must be submitted both electronically via EPADS and physically at the Project Director's office in Karachi. Earnest Money in the form of a 2% Call Deposit Receipt or Bank Guarantee is required with the financial proposal. Performance security of 10% of contract value will be required from the successful bidder.
A practical tip for bidders is to ensure all technical documents are signed and stamped by authorized representatives and to carefully follow the Single Stage – Two Envelope procedure to avoid disqualification.
