Tender Description
The Federal Government Polyclinic Islamabad (FGPC-PGMI) is procuring electro-medical equipment specifically for its Physiotherapy Department under the PSDP project titled 'Strengthening and Up-Gradation of Cardiology and other Departments' for the financial years 2025-26 and 2026-27. This procurement is based in Islamabad Capital Territory and involves the purchase of various medical devices including Pack Heater Medical Hydrocollators, Traction Units with couch, Short Wave Diathermy units, Ultra Sound Therapy Units, TENS units, Pully Exercisers, and Muscle Electrotherapy Stimulator combination units with vacuum therapy.
The technical scope requires equipment that meets specific power supply standards (220V+10% 50Hz), quality certifications such as FDA 510K, CE, MHLW, or ISO13485 for local instruments, and a warranty period of three years including spare parts and planned preventive maintenance. Installation, testing, commissioning, and after-sale services during the warranty period are mandatory. The equipment must be delivered within 120 days after issuance of the supply order to the Federal Government Polyclinic Islamabad.
Eligible bidders must be registered with FBR, have valid PEC registration for biomedical engineers, and demonstrate past experience supplying and installing electro-medical equipment in public sector teaching hospitals. Financial capability with a minimum annual turnover of PKR 20 million for the financial year 2024-25 is required. Bidders must submit technical brochures, quality certifications, and undertake to provide samples and demonstrations if requested.
The bid submission deadline is Friday, June 26, 2026, at 09:00 AM via the e-Pak Acquisition and Disposal System (EPADS) v2.0. Manual submissions are not accepted. The bid opening will be live on EPADS at 09:30 AM the same day. Bidders should ensure timely submission of bid security in the form of Pay Order or Call Deposit to the Federal Government Polyclinic Islamabad before the deadline. The procurement will follow the Least Cost Based Selection (LCBS) method.
A practical tip for bidders is to register early on EPADS v2.0 and carefully prepare all required documentation including technical brochures and quality certifications to avoid disqualification. Ensuring compliance with warranty and maintenance obligations will strengthen the bid. Bidders should also be prepared for onsite training of end users for at least six weeks post-installation as per contract terms.
