Purchase of Ispaghol Thresher for PARC-AZRC, Umerkot under ALP Project CS-053

The PARC-Southerzone Agricultural Research Centre (Pakistan Agriculture Research Council (PARC)) Karachi invites sealed bids through EPADS v2.0 for the procurement of Ispaghol Thresher machines for PARC-AZRC, Umerkot under ALP Project CS-053 for the financial year 2026-27. This procurement is planned to support the project titled 'Adaptation of Good Agricultural Practices (GAP) for Ispaghol (Plantago ovata), Production & Processing Technologies at Water Scarce Areas of Lower-Sindh'. Items being procured: - Ispaghol Thresher machines (Quantity: 2) The technical specifications include a robust lower frame made of steel sections, a dual-mouth blower/fan system, heavy cast iron flywheel and balance wheel, a threshing drum approximately 914 mm in diameter, and a main shaft of 72 mm thickness. The machine features a conveyor-type feeder with forward and reverse gears, a feeding hopper, a gearbox with two forward and one reverse gear, and high-quality V-belts. It has a threshing capacity of 1,800 to 2,000 kg grain per hour depending on crop conditions, transport tyres, and safety covers for rotating parts. The machine is compatible with tractors of 35 HP or above and includes necessary fitting accessories. Each machine weighs approximately 1600 to 1800 kg. Bidders must be registered with GST and Income Tax Departments and provide bid security of Rs. 100,000 in the form of Bank Draft or Pay Order. The bids must be submitted online via EPADS v2.0 by 11:00 AM on November 3, 2026, with the original bid security submitted physically at the specified Karachi address before the deadline. Technical and financial bids will be opened on the same day at 11:30 AM. The delivery location is PARC-AZRC, Umerkot, and delivery must be completed within 15 days of contract award. Late deliveries will incur a penalty of 0.2% per day deducted from the total billed amount. Partial payments are not allowed. The procurement follows a Quality and Cost Based Selection (QCBS) method with 40% technical and 60% financial evaluation weightage.
