Purchase of Private Lands for Establishment of NADRA Offices at 06 Locations in Sargodha Region

The Regional Office NADRA (National Database and Registration Authority) invites sealed bids for the purchase of private lands for establishing NADRA offices at six specific locations within the Sargodha region. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using the Single Stage-Two Envelope procedure with Least Cost Based Selection (LCBS) technique. Items being procured: - Land (2 Kanal / 10880 sqft) at Batala Colony or nearby area, Faisalabad City - Land (2 Kanal / 10880 sqft) at Liaqat Road or nearby area, Faisalabad City - Land (2 Kanal / 10880 sqft) at Noori Gate to Aziz Bhatti Town or nearby area, Sargodha City - Land (2 Kanal / 10880 sqft) at Qainchi More, 47-pull or nearby area, Sargodha City - Land (2 Kanal / 10880 sqft) at Sargodha Road or nearby area, Hafizabad City - Land (1 Kanal / 5440 sqft) at Khatha Chowk or nearby area, Khushab City The lands must be commercially declared open plots, free from encumbrances, litigation, mortgages, and all liabilities. They should be located at road level with minimum 100 feet frontage, accessible via public transport, and have availability of utilities including WAPDA, PTCL, sewerage, gas, and potable groundwater. The bidder must be the lawful owner with valid CNIC/NICOP and active taxpayer status. All required ownership, revenue, approval, tax, and supporting documents must be submitted as per the mandatory requirements. Bids must be submitted online through EPADS v2.0 by 11:00 AM on September 11, 2026. The technical bids will be opened first, and only those bidders scoring at least 70% in the technical evaluation will have their financial bids opened. The award will be made to the lowest evaluated cost bidder meeting all eligibility and technical criteria. A bid securing declaration on non-judicial stamp paper of Rs. 100 or above must accompany the technical bid. The successful bidder will be required to transfer ownership of the land in favor of NADRA within 8 weeks of purchase order issuance. Payment of 100% contract price will be made upon transfer of ownership and possession.
