Tender Description
The Federal Board of Revenue (Inland Revenue), Karachi, invites sealed bids for the procurement of stationery items for the financial year 2026-27. This procurement is planned under contract reference number P124282 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. The procurement method is Single Stage One Envelope using Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules, 2026.
Items being procured include a comprehensive list of stationery supplies such as A4 and F4 size papers (70 and 80 GSM), ledger papers, ballpoint pens in multiple colors, pencils, correction pens, markers, highlighters, binder clips, common pins, stapler machines and pins, registers of various page counts, dak covers, calculators with warranty, erasers, files, sticky notes, glue sticks, hole punches, ink pads, scissors, sharpeners, spiral binding cards and sheets, tags, various tapes including cloth, electric, paper and scotch tape, and steel scales.
The technical scope requires all items to be of high quality, with many specified as imported or equivalent brands. The supply will be delivered to the 6th Floor, Tax House, Shahrah-e-Kamal Atta Turk, Saddar, Karachi. The contract period is for one year starting from July 1, 2026, to June 30, 2027, with a probation period of three months for the successful bidder. Samples of items must be provided at the time of bid opening.
Eligibility criteria include registration with FBR (NTN and GST), NADRA CNIC, and compliance with all legal and tax requirements. A bid security of 5% of the total budget must be submitted as a Pay Order in favor of the Chief Commissioner Inland Revenue, Regional Tax Office-I, Karachi. Bids must be submitted electronically via EPADS v2.0 by 11:00 AM on November 12, 2026, with bid opening at 12:00 PM the same day. Manual submissions are not accepted.
A practical tip for bidders is to ensure timely registration on EPADS v2.0 and submission of all required documents including bid security and samples to avoid disqualification. Attention to quality and adherence to specifications is critical as sub-standard supplies will lead to contract cancellation and forfeiture of security.
This procurement offers a valuable opportunity for suppliers of quality stationery to engage with a major federal department in Karachi under transparent and regulated procedures.
