Tender Description
The Faisalabad Electric Supply Company (FESCO) (Administration Directorate) invites sealed bids from eligible bidders for the procurement of stationery items to be delivered at FESCO headquarters in Faisalabad. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using a Single Stage-Two Envelope procedure with Quality and Cost Based Selection (QCBS) technique.
Items being procured:
- A4 Size Paper, 80 GSM, 500 sheets per ream, quantity 20,000 reams
- Legal Size Paper, 80 GSM, 500 sheets per ream, quantity 3,500 reams
- Colored File Covers customized with FESCO logo, size 14 inches by 19.5 inches, quantity 40,000 covers
The stationery items must be brand new, suitable for printers and copiers, with clean and properly cut edges. Colored file covers must be customized with the FESCO logo as per the sample provided. Delivery is required within 30 days after the award of contract at the FESCO office located on West Canal Road, Abdullahpur, Faisalabad.
Eligible bidders must be registered with FBR and have valid NTN and GST registrations. Joint ventures or consortiums of up to three members are allowed. Bidders must submit a bid security in the form of Pay Order, Call Deposit, or Demand Draft in the name of CEO FESCO Faisalabad. Technical bids will be evaluated on material quality, annual turnover, and experience supplying similar items to DISCOs, NGC (NTDC), or WAPDA. Financial bids will be evaluated alongside technical scores under QCBS.
Bids must be submitted electronically via EPADS v2.0 by Monday, November 9, 2026 at 01:30 PM. Original bid security must be physically submitted to the FESCO office before the deadline. Late or manual submissions will not be accepted. Bids will be opened on the same day at 02:00 PM on EPADS v2.0.
A practical tip for bidders: Ensure your EPADS registration is complete and up to date well before the deadline to avoid disqualification. Also, carefully prepare your technical bid documents to meet the quality criteria and submit the original bid security on time to remain eligible.
This procurement offers a valuable opportunity for suppliers of quality stationery products to engage with a major public sector utility in Faisalabad. Bidders are encouraged to review all bidding documents and comply fully with the requirements to maximize their chances of success.
