Supply of Fresh and Dry Rations for ADP Scheme Darul Aman CFY 2026-27

The Social Welfare, Special Education & Women Empowerment Department District Lower Chitral invites bids from firms registered with the Registrar of Joint Stock Companies or SECP for the daily supply of fresh and dry rations to the ADP Scheme of Darul Aman for the Current Financial Year 2026-27. Items being procured: - Daily supply of fresh rations - Daily supply of dry rations This procurement is aimed at ensuring continuous and quality food supply for the welfare scheme in Lower Chitral. Bidders must submit bids on prescribed tender documents available for download from the EPADS portal (kp.eprocure.gov.pk). A Call Deposit Receipt (CDR) of Rs. 70,000/- in favor of the undersigned is mandatory and must be submitted in hard copy before the bid submission deadline. The bidding procedure follows a Single Stage – Single Envelope format. Eligibility criteria include valid registration with the Registrar of Joint Stock Companies or SECP, a valid license/certificate from the Khyber Pakhtunkhwa Food Safety & Halal Food Authority as per the KP Food Safety & Halal Food Authority Act, 2015, and registration with the Federal Board of Revenue (FBR) including Active Taxpayer List (ATL) status or valid tax exemption certificate. Bidders must demonstrate relevant experience by providing evidence of supplying rations to any government organization for at least one year. Financial soundness must be supported by a bank statement verified by the bank manager, along with the last year's audit report. An affidavit on stamp paper confirming the firm is neither blacklisted nor a defaulter is also required. Bids must be submitted electronically through EPADS by 10:30 AM on Thursday, 12th November 2026. Bid opening will occur the same day at 11:00 AM before the Procurement Committee in the presence of bidders or their authorized representatives. The monthly food bill will be calculated based on the lowest evaluated monthly cost offering good-quality food. All applicable taxes will be deducted as per government policies. The department reserves the right to cancel any or all tenders under KPPRA Rules, 2014. A practical tip for bidders is to ensure all required documents, especially the Food Safety & Halal certificate and financial proofs, are complete and valid to avoid disqualification during technical evaluation.
