Purchase of Stationery, Repair of Vehicles, Construction and Renovation Works, Electrical Up-gradation, HVAC, and Related Services by Military Engineer Services

The Military Engineer Services (MES) invites applications along with credentials for pre-qualification of firms and contractors for a wide range of works and services at various locations including Kamra, Taxila, Rawalpindi, Chaklala, Islamabad, Attock, Balkasar, Kalar Kahar, Sargodha, D.G Khan, Khuzdar, Hyderabad, Chatswal, Karachi, and Islamabad. This tender covers multiple projects involving construction, renovation, electrical up-gradation, HVAC installation, and supply of stationery and repair of vehicles. Items being procured: - Purchase of different Stationery Items (estimated cost Rs. 1.240 Million) - Miscellaneous items (estimated cost Rs. 1.2 Million) - Repair work of vehicles (estimated cost Rs. 3.332 Million) - Construction and renovation of various facilities and buildings at multiple locations - Roof repair of Galvanization Plant at DESCOM, HIT Taxila Cantt - Provision of Dehumidification and Air Conditioning System at Park House 211 Jhelum Road Rawalpindi - Up-gradation of transformers and electrical systems at various PAC locations - Installation of LT Power Cables and removal of utility lines at PMC Shop/Cobra Hangar, Kamra - Provision and installation of HVAC systems and generators - Rehabilitation and up-gradation of internal main halls, sub stations, and supply lines - Supply and installation of 3 Ton Single Girder Overhead Crane with accessories - Provision of Tube Wells and boundary wall raising at ARF PAC Kamra The scope includes civil works, electrical installations, HVAC systems, and supply of office stationery and vehicle repair services. Firms must be registered with PEC in relevant categories C-2, C-3, C-4, or C-5 with validity up to June 2026. Preference will be given to firms enlisted with MES in categories A, B, or C. A 2% bid security is required from non-enlisted firms. Firms must provide work orders, completion certificates, personnel lists, bank statements, NTN certificates, and income tax returns for the last three years. Applications must be submitted to HQ DW&CE (DP) GHQ Rawalpindi by 02 November 2026 at 1130 hours. The technical and financial bids will be opened on the same day at 1200 hours. Incomplete applications will not be entertained. The accepting office reserves the right to reject any or all applications as per PPRA Rules 2004. A practical tip for bidders: Ensure all required documents including PEC registration, FBR/ATL status, and past project completion certificates are complete and up to date to avoid disqualification during pre-qualification.
