Tender Description
The Directorate of Procurement (Navy), Islamabad, invites sealed bids for the supply of PVMS Drugs as per the detailed schedule attached to Tender No. 2583006/R-2511/380129/A dated 22 Oct 25. This procurement is specifically for the Pakistan Navy Medical Supply Division based in Islamabad and Karachi, focusing on medicines and medical stores required for the fiscal year 2026-2027. The technical scope includes supply of various pharmaceutical items such as Lignocaine 2% ampoules and tubes, Suxamethonium Chloride injections, and other drugs listed in the PVMS/NIV schedule. All medicines must comply with generic nomenclature, have a minimum shelf life of two years or 70% remaining shelf life at delivery, and meet national and international standards including GMP and ISO certifications. The supplier must ensure proper packaging, labeling, and cold chain compliance for temperature-sensitive items. Eligibility criteria require firms to be registered with FBR and on the Active Taxpayers List (ATL), possess valid DGDP registration or be willing to register, and submit requisite licenses such as DRAP and manufacturing licenses. Firms must also provide Earnest Money in the form of a Call Deposit Receipt (CDR) as per prescribed rates. The tender follows a single stage two envelope procedure with separate technical and commercial bids. Technical offers will be evaluated first, and only technically qualified firms will have their commercial bids opened. The tender closing date is **5th May 2026 at 1030 hours**, with bids to be submitted at Tender Box No. 206, Directorate of Procurement (Navy), Bahria Gate, Naval Residential Complex, Sector E-8, Islamabad. Bidders are advised to carefully follow the detailed instructions regarding documentation, packaging, and submission to avoid disqualification. A practical tip for bidders is to ensure that the technical offer strictly conforms to the format and specifications outlined in Annex-A of DP-2, including clear indication of brand names, manufacturer details, and compliance remarks, as any deviation or incomplete documentation may lead to rejection. Additionally, timely submission of Earnest Money and adherence to the bid validity period of 120 days are critical for successful participation.
