Tender Description
Border Health Services – Pakistan is procuring Rapid Food and Water Testing Equipment under the PSDP Project titled Strengthening Points of Entry and Border Health Services Pakistan. This procurement is specifically for deployment at multiple strategic locations including Port Qasim, Port Gwadar, Khokhrapar, Kartarpur Corridor, and several airports and health posts across Pakistan such as Karachi, Islamabad, Sialkot, Skardu, Multan, Peshawar, Quetta, Faisalabad, and Lahore. The total quantity required is 40 units.
The technical scope includes brand new, latest model portable field testing equipment suitable for rapid food and water quality testing. The equipment must have capabilities for basic microbiological and chemical screening, water quality analysis including pH, chlorine, and TDS parameters, digital display, battery operation or rechargeable power, and user-friendly operation. Necessary accessories, reagents, startup consumables, carrying case, user manuals, installation, demonstration, training, and a minimum one-year warranty with after-sales service and spare parts availability in Pakistan are mandatory.
Eligible bidders must be registered with FBR for Income Tax and GST, with NTN, GST registration, and ATL active status. They should be manufacturers, importers, or authorized dealers of laboratory or public health testing equipment with relevant experience supplying government or semi-government organizations. Blacklisting by any government or autonomous body disqualifies bidders. Documentary evidence of after-sales service and warranty support is required.
Bids must be submitted in two sealed envelopes marked Technical Proposal and Financial Proposal separately. Submission is through EPADS and hard copy at the office of the Project Director, Border Health Services – Pakistan, Karachi. Earnest Money in the form of 2% Call Deposit Receipt or Bank Guarantee is required with the financial proposal. Delivery, installation, and commissioning must be completed within 90 days of the supply order.
The submission deadline and other key dates are specified in the bidding documents. Bidders are advised to carefully prepare their technical and financial bids, ensuring all mandatory documents such as NTN, GST certificates, ATL proof, manufacturer authorization, experience certificates, and affidavits are included. A practical tip for bidders is to ensure the technical proposal is complete and signed by an authorized representative to avoid rejection.
