Tender Description
This tender invites contractors to undertake the reconditioning of the road from Samaro Umerkot to Jattu Palli Road, covering Mile 0/0-4/5 (7.40 Kms) Phase II and a portion Mile 2/2-2/0 (1.00 Km) in Umerkot, Sindh. The Executive Engineer Highways Division Umerkot requires experienced firms to execute this vital infrastructure project aimed at improving road conditions and connectivity in the region. The scope includes earthworks, brick edging, base course preparation, and surface dressing with bitumen, ensuring durability and compliance with the Composite Schedule of Rates (CSR) 2024.
The project demands high-quality materials such as 1 1/2" stone metal for base course and bitumen 80/100 penetration for surface dressing, applied in three coats. The site is located in Umerkot, where climatic and soil conditions require careful engineering to ensure road longevity. Contractors must be prepared to manage earthworks, concrete works, and brick laying with precision, adhering to the technical specifications and drawings provided. The engineering challenges include maintaining proper camber, compaction, and drainage to withstand local weather and traffic loads.
Bidders must hold valid Pakistan Engineering Council (PEC) registration in category CE-10 for works above Rs. 4 million, active NTN and Sindh Revenue Board registrations, and provide an affidavit confirming no blacklisting. Financial capability is critical, with a requirement for a bank statement confirming cash availability of 20% of the estimated cost and an average annual turnover not less than the project value over the last five years. Technical evaluation includes ongoing and completed similar works, machinery, technical staff qualifications, and financial strength. The minimum passing score is 70 out of 100.
The submission deadline is set for 07 April 2026 at 09:30 AM, with technical proposals opened the same day at 10:00 AM at the Office of the Executive Engineer Highways Division Umerkot, Kunri Road. Bids must be submitted online via the EPADs portal and physically in sealed envelopes marked 'TECHNICAL PROPOSAL' and 'FINANCIAL PROPOSAL'. The physical address for submission is the Executive Engineer Highways Division Umerkot office. The bid security is 5% of the tender amount, payable via Call Deposit Receipt (CDR).
Pro-Tip: Ensure all mandatory documents including PEC registration, NTN, SRB certificates, and affidavit are complete and attached with the technical proposal. Missing any mandatory document can lead to outright rejection regardless of technical evaluation. Also, monitor the EPADs portal regularly for any addenda or clarifications to avoid last-minute surprises.
