Rehabilitation/Construction of Boundary Wall, Installation of CCTV Cameras, Flood Lights and E-Fencing at Lifestyle Residency Apartments G-13/4, Islamabad

The Federal Government Employees Housing Authority (Ministry of Housing and Works) invites sealed bids for the Rehabilitation/Construction of Boundary Wall, Installation of CCTV Cameras, Flood Lights and E-Fencing at Lifestyle Residency Apartments G-13/4, Islamabad. This procurement is for civil and electrical works including the structural rehabilitation and new construction of the perimeter boundary wall, installation of a comprehensive CCTV surveillance system, external floodlighting, and a fully functional electronic security perimeter fencing system. Items being procured: - Construction/rehabilitation of boundary wall (8400 sqft) - Installation of CCTV Cameras (13 units) - Flood Lighting Arrangements (20 units) - Installation of E-Fencing (600 ft) The scope includes supply, cabling, mounting, testing, commissioning, and operational handover under the supervision of the Engineer-in-Charge. All materials and equipment must comply with Pakistan Engineering Council (PEC) standards, IEEE/IEC wiring regulations, and approved construction drawings. The contractor must provide a full-time PEC-registered Site Engineer and submit shop drawings, technical datasheets, and material samples for approval. Third-party testing charges are borne by the contractor. The contract duration is 120 days with a 12-month Defects Liability Period. Bidders must be registered with PEC in Category C-6 or above with relevant codes CE10, EE02 & EE11, have completed at least four similar works (two civil and two electrical) each worth at least Rs. 15 million in the last three years, and provide bid security of 2.46% of the NIT amount. Bids must be submitted online via EPADS v2.0 by 12:00 PM on October 2, 2026, with bid opening at 12:30 PM the same day. Manual bids will not be accepted. The contract will be awarded on Least Cost Based Selection (LCBS) basis.
