Rehabilitation of Electrical Infrastructure of DB Rooms Ground, Mezzanine, 4th to 8th Floor (Both Side) at State Life Building No. 2, Wallace Road, Karachi

The State Life Insurance Corporation of Pakistan, Real Estate Division, Karachi, invites qualified electrical contractors to submit bids for the rehabilitation of electrical infrastructure of distribution board (DB) rooms located on the Ground, Mezzanine, and 4th to 8th floors (both sides) at State Life Building No. 2, Wallace Road, Karachi. This tender follows the single stage single envelope procedure under PPRA rules and requires submission through the e-procurement system (EPADS) by the deadline of 02-09-2026 at 11:00 a.m. Items being procured: - Supply, laying, installation, termination, testing and commissioning of 50mm2 4-core PVC/PVC power cable copper conductor (40 meters) from 4th to 7th floor (both sides) - Supply, laying, installation, termination, testing and commissioning of 25mm2 4-core PVC/PVC power cable copper conductor (15 meters) from 7th to 8th floor (bank side) - Supply, laying, installation, termination, testing and commissioning of 16mm2 single core PVC/PVC earth cable copper conductor (40 meters) from 4th to 7th floor (both sides) - Supply, laying, installation, termination, testing and commissioning of 10mm2 single core PVC/PVC earth cable copper conductor (10 meters) from 7th to 8th floor (bank side) - Installation of LT distribution boards of various sizes on 7th and 8th floors with bus bars, breakers, and accessories - Supply and fixing of circuit breakers (100 amp and 150 amp) with metal back boxes - Supply and installation of single phase and three phase digital meters as per KE specifications - Laying and termination of 25mm2 4-core PVC/PVC power cable copper conductor (25 meters) from DB at multiple floors to energy meters The scope includes all materials, installation, testing, and commissioning as per IEEE codes and standards under direct supervision of the Electrical Section, Real Estate Division, Karachi. Contractors must ensure site cleanliness and proper disposal of debris after completion. Eligibility criteria include a valid Electrical Contractor License from the Electric Inspector Govt. of Sindh, NTN and SRB certificates, five years of relevant work experience, and an affidavit confirming the firm is not blacklisted. A bid security of Rs. 30,000 in the form of a pay order is mandatory. Manual submissions are not accepted; however, the original pay order must be delivered to the Real Estate Division office before tender opening. The contract duration is 30 days from commencement, with a defect liability period of one year. Payment terms include 95% payment after job completion and 5% retention money released after the maintenance period. Liquidated damages of 0.3% per day (max 10%) apply for delays. Bidders are advised to visit the site prior to submission to fully understand the requirements and avoid disputes. All taxes and duties must be included in the quoted prices. Tender validity is three months. A practical tip for bidders: Ensure all scanned tender documents are signed and stamped before uploading on EPADS to avoid disqualification. Also, timely submission of the original pay order to the designated office is critical for bid acceptance.
